The report of the National Anti-corruption Centre for the year 2023 was presented in the plenary of the Parliament
11.04.2024 602 ViewsThe REPORT of the National Anti-corruption Centre (NAC) for the year 2023 was presented in the plenary of the Parliament. According to the document, during the reporting period, the NAC officers detected 511 crimes. 429 of them concern corruption or corruption-related cases. Also, the National Anti-corruption Centre participated in the documentation of 111 criminal cases initiated by the General Prosecutor's Office and another 14 initiated by the Ministry of Internal Affairs.
It should be noted that, of the total number of detected crimes, 12 are particularly serious, 357 – serious, and 142 – less serious or light. Statistical data show that the most detected crimes, 115, were committed within commercial enterprises, 57 within the National Food Safety Agency, 47 within local public authorities, 43 within internal affairs bodies, etc.
At the same time, during the year 2023, the criminal investigation officers of the NAC managed 1100 criminal cases. 405 were arrears from the previous period, 416 were initiated by criminal investigation officers, and 279 came from other competent bodies. Also, last year, 273 criminal cases were completed, and 164 of them were sent to court.
The director of the NAC, Alexandr Pînzari, also presented information about the activity of the Criminal Assets Recovery Agency (CARA). According to the information presented, seizures were applied to 1048 assets, which have a total value of over 1.8 billion lei. 25 of them, whose value exceeds 1.4 billion lei, are abroad. Among the assets that have been seized are land, buildings, means of transport, emeralds and diamonds, etc. It should be noted that, in the criminal case generically called "bank fraud", the Spanish authorities have confirmed that assets with a value of 1.13 billion lei have been seized.
Based on the presented Report, the National Security, Defense and Public Order Commission issued a series of recommendations. Thus, in the coming period, the institution will continue to contribute to the fight against corruption in the public sector, public procurement and the energy sector. Also, the institution will focus its efforts on strengthening the activity of recovery of criminal assets and in the process of managing external funds. In this context, the Government of the Republic of Moldova will take the necessary actions to strengthen the institutional capacities of the NAC in order to achieve the priorities established for the next period.
Likewise, during today's plenary session, the progress REPORT on the implementation of the National Program for the Recovery of Criminal Assets for the years 2023-2027 was heard. According to the document, of the 13 actions to be carried out in 2023, six were fully carried out, six were partially carried out, and one action remained unimplemented. Among them are: changes to the normative framework through which the mechanism for replacing seized goods with goods of similar value was established; streamlining the mechanism for transferring the unavailable financial means from the account of the subject of the seizure procedure to the treasury account of the Criminal Assets Recovery Agency, based on the court's decision. The National Coordination Platform for the Recovery of Criminal Assets was also created.
