A new corruption scheme, through which driving licences were fraudulently issued, was identified by the NAC and anti-corruption prosecutors. About 100 persons allegedly received driving licences, without being assessed in accordance with the existing regulations, and for that they would have paid amounts from 500 to 2000 euros to some employees of the Public Services Agency and to some intermediaries.
According to the materials of the case, the group consisted of several persons who had to organize theoretical and practical tests, with advance programming, jumping the queue, and assessing the candidates positively. Through third parties, the candidates transmitted the money, which were shared among the members of the group. The case has been documented several months and the gathered evidences has demonstrated that the scheme was protected by the PSA employees, who are currently suspected of influencing the members of the examination commission.
To strengthen the evidence, the NAC officers have carried out more than 30 house and body searches, as well as searches in offices and cars of the suspected persons. One week ago, a driving instructor was detained for 72 hours, during the hearings he described the whole scheme and named the officials from the PSA, who organized taking the exams in exchange for a bribe. Yesterday afternoon, an employee of the PSA was placed in the NAC detention center, and today new searches are carried out at the Agency, that target other employees, suspected of complicity.
During criminal investigation actions, more mobile phones were seized, that contain the messages and conversations between the group members, drafts, as well as driving licences, that were to reach the persons who had paid for them. Also, more amounts of money were found during house searches, which origin is to be established.
Currently, the criminal investigation body of the NAC and anti-corruption prosecutors are conducting investigations within several criminal cases, initiated for influence peddling, passive and active corruption. If the court determines the guilt of the mentioned persons, they risk up to 10 years of prison, a criminal fine and the deprivation of the right to hold certain positions for a certain period of time.
We remind, that every person is presumed to be innocent until the final and irrevocable decision of the court is pronounced. The investigations in this case continue.
The Anti-corruption Prosecution Office is carrying out the criminal investigation.
