Preventing and combating corruption, discussed by the Director of the NAC with the representatives of the Council of Europe High Level Working Group

The members of the Group, led by the Director General for Human Rights and the Rule of Law of the Council of Europe, Christos Giakoumopoulos, addressed different issues related to the reform of the justice system, as well as the GRECO recommendations, in the section on preventing and combating corruption among members of parliament. judges and prosecutors.
In his speech, the director of the NAC gave a presentation on the activity of the institution, its competences and tools in fighting corruption. Flocea mentioned that, since 2016, CNA has been focused on preventing and combating systemic corruption, the competence to fight high corruption being transferred to specialized prosecutor's offices, after the legislative changes, operated 5 years ago by parliament. He noted that the NAC is currently focused on identifying public and private sector corruption schemes that harm the ordinary citizen, as well as the state budget. At the same time, prosecuting officers and those in the operational subdivisions are included in the working groups of anti-corruption prosecutors, in which they support the investigation of high corruption cases.
According to Flocea, the NAC also has subdivisions with important responsibilities for preventing corruption such as testing professional integrity, risk assessment, operational and strategic analysis, as well as the expertise of legislative acts. Referring to the expertise of laws and government decisions, the head of the NAC mentioned that the value of the NAC's expert reports is indisputable in the sense of identifying the risks of corruption in normative and legislative acts. However, the early detection of corruption risks in official documents and the recommendations made by the NAC experts prevent the potential damage caused to the state and the citizen.
During the discussions, members of the CoE delegation also addressed other aspects of anti-corruption activity, which would involve a structural reform of the anti-corruption entities, following some European models. These initiatives are to be analyzed and evaluated in terms of efficiency and final results.
At the end of the talks, officials expressed their readiness to continue communication and cooperation on projects of common interest in order to implement reforms in the justice sector, preventing and combating corruption at all levels.
